Then I did what I shouldn't have -- and clicked Download Photos multiple times. Now, it is downloading each thing three times.
For example, I have a folder called in iCloud Photo and locally I have three folders - , 2 , and 3. I know I asked for it -- but somehow I thought iCloud would be smart enough to not download the same thing multiple times.
When I clicked Download Photos again, I did it because I didn't think the first download had actually begun. And it had, but you'd think iCloud would recognize what existed the first time I clicked download and when I clicked it again, it would only download what was "new.
If you want the edited file added to iCloud Photos, upload it as a new file. Double-click a thumbnail to download and view it. You can manually download older photos and videos by year. Turning off the backup was straightforward. In the dialog box that appears, "Manage folder backup", click "Stop backup" under the Pictures icon.
Confirm and you'll be good to go. Hopefully Apple and Microsoft can remedy whatever interaction is happening between the two cloud services so that OneDrive Pictures backup can be turned back on. I kind of liked the feeling of security having a backup on an additional service.
Note that I haven't tried turning OneDrive Photo Library backup back on to see if iCloud Photos stops working or not - maybe after the next iCloud for Windows update gets released I'll try it but for now, this works. Jul 25, AM. When re-enabling OneDrive picture back-up the icloud sync stops and start again once OneDrive sync is disabled again I tried this several times and only got max. None of the changes nor deletes done in Windows 10 to a downloaded icloud picture seems to gets synced back to icloud :.

To clarify: the latest iCloud for Windows version This does not happen - the status in the iCloud app in the notification area stays as 'Updating …'. The previous version that included the separate options to download and upload photos worked fine. These all point to the actual 'iCloud Photos' folder in my 'Pictures' folder.
